Veidekke signed a collaborative agreement relating to the basement areas with Statsbygg (the Norwegian Directorate of Public Construction and Property) in October 2019 and has used the time since then to further develop the project. In the meantime, Veidekke has got very familiar with the area thanks to its commissions to demolish two disused government buildings and the construction of basement areas beneath D block. Completing this building shell is part of the new commission, in addition to the construction of a new two-storey basement with a total area of 15,000 m2 which will be under large swathes of the new Government Quarter.

Construction work is scheduled for completion by February 2025.
